Jean Sizing: If between sizes, I would size down only because their jeans have a LOT of stretch (they fit like a glove) so, though they may feel snug at first, they loosen with wear.
Shorts Sizing: I usually like shorts to fit more like a boyfriend style so I, if between sizes, I would size up or stick with normal size. Do not size down in the shorts.
